This paper is based on the total quality management and education evaluation theories. It begins with concepts of teaching quality guarantee and elaborates the conception of universities ' quality, the principle and procedure to establish teaching quality evaluating targets and guarantee system. 本文主要以全面质量管理、教育评价理论为基础,从教学质量保障相关概念的界定入手,阐述了本科院校的质量观以及教学质量评价指标与保障体系构建应具备的原则和程序。
